KENT COUNTY ATHLETIC NEWSHEET

In slightly different circumstances Kent might have provided the entire scoring team for Great Britain in the IAAF World Cross Country Championships in Vilamoura, Portugal in March. The men's 4km race was targeted by a number of Kent's currently outstanding crop of middle-distance athletes.

In the event three gained selection, two ran and only one scored points for Britain. David HEATH (Blackheath) was first Briton, but has Surrey qualification. Anthony WHITEMAN (Shaftesbury) just failed to recover fully from a stress fracture in time to impress the selectors. Allen GRAFFIN (Tonbridge) made the trip but was laid low by a virus and unable to compete. Spencer BARDEN (Belgrave) ran but never got into the race after losing a shoe at the start, so it came down to Andrew GRAFFIN on his GB senior debut to finish 78th and fourth counter - well done. It sure is tough at this level.

Meanwhile, Henrietta FREEMAN continued her foot perfect winter to lead Britain's junior women's team home in 55th overall. The Invicta East Kent triathlete from Smarden recovered from a cycling accident in South Africa, where she was training with the GB Olympic Triathlon Squad, to win the English National title on her inexorable route to international success this year.

This particular newsletter has been a bit of a challenge to our Press and Publicity Officer who has taken on new responsibilities in his day job - the one that pays the mortgage. The result is a slimmer and belated edition, but copy is already being prepared for the Winter version due out in October. More than 175 players representing 40 sports have already joined and benefit from free admission to 48 sports facilities in Kent for off peak training purposes. Membership is open to athletes resident in Kent for the majority of the year who perform to a national level. This includes members of any national team or squad; placing in the top 10 in any national competition or ranking in the national top 10 in any age group in any event. Attention all team managers. Larry GARNHAM has taken on the task of collating and updating current male rankings in all age groups (not to be confused with the County records maintained by Derek GARRARD). The 1999 lists are now available on request stating which age group is required and enclosing a stamped addressed envelope. Note that there is no charge for this service and also that no under 11 age groups lists will be prepared. All Larry asks for is a copy of team results and any open meeting results during 2000 so that his rankings can be refreshed on a monthly basis. COACHING SECRETARIES REPORT

As most of you are aware Mike Davies's time as County Development Officer came to an end on 31st March. I am pleased to say that he has agreed to be co-opted on various sub-committees including coaching. Hopefully the Regions and South London Regions Development Officers will be in place by September.

Welcome to all the new Level One coaches and well done to all those Level Ones who revalidated during the winter. This process has not only enabled them to advance their coaching knowledge, but gives SEAA and KCAA a realistic idea of the number of Level One coaches. The process of revalidation is going to be extended to Level Two coaches, probably starting in 2001 as part of the new Coach Education Programme and new coaching structure. At the present time nothing has been finalised, but we should know by this September and to this end I have invited David Rice to come to our Coaches Forum on Monday 9th October.

During the winter I was able to renew six athletes under 23 on the Kent Science Support Programme at Christchurch University College Canterbury. This programme is supported by the Kent Sports Development Unit at a cost of £300 to our Association. Also, details of the FANS Scheme and Sports Aid Foundation were sent to all Under 20's who were highly ranked enough to qualify. I was also successful in getting a Senior Coach candidate a scholarship for the Senior Award Course. Only one coach applied and was successful in applying to the Arthur Nye Award for assistance towards a Level 2 course. Funds are still available and further applications are invited.

INDOOR SEASON HIGHLIGHTS BY ALAN NEWMAN

Paul SLYTHE (GEC Avionics) and Andrew GRAFFIN (Tonbridge) came away from the AAA Indoor Championships and European Trials at Birmingham with a pair of silver medals.

SLYTHE came from behind in the 400m final to blast past the favourites, Adrian PATRICK and Mark HYLTON of Windsor, Slough and Eton to claim his silver behind newcomer, Daniel CAINES (20) of Birchfield Harriers.

GRAFFIN deployed different tactics in the 3,000m which he led in the early stages and was still in pole position until Rob WHALLEY (Stoke) struck for home with just 300m to run.

Several other Kent athletes had near misses in medal shots, but Christine BLOOMFIELD struck gold in the 200m representing Essex Ladies.

Vemicha JAMES (Cambridge Harriers) won the under 17 60m and 200m with a new UK record in the longer sprint.

SPORTSHALL ATHLETICS - WINTER 1999-2000 - WITH JAN DUFFIN

Last winter saw the County's first full programme of Sportshall Athletics in the county. There were six meetings organised by local Sports Development Officers (SDO's) and Athletic Clubs. These were at Whitstable, Dover, Sittingbourne, Paddock Wood, Sevenoaks and Maidstone. For the first time an under ll section was included, which meant that Primary School children were able to compete. This helped to ensure that over 100 children participated at each venue. Thanks must go to all the officials who gave up their time to ensure that the programmes ran smoothly.

The County were represented at the South East Regional Final at Newham in East London against Essex, Middlesex and Surrey. Our team, containing some very good athletes, were dwarfed by the giant figures of the athletes from Essex and Middlesex particularly. These two counties sent all four teams to the National Final at the National Indoor Arena in Birmingham to underline their strength in depth.

Despite being dwarfed by the opposition, Kent did not come away from Newham empty-handed. Our athletes won a total of 5 individual medals. Gareth Owen form Tonbridge A.C. won 3, while Louise Elliott and Thomas Cawte from Paddock Wood A.C. won one medal each. It was quite clear from conversations held with officials and Team Managers from the other competing counties at Newham that in each county a full programme of organised Sportshall Athletics takes place during autumn and winter in each of the other three competing counties. Perhaps now that we have seen the success of last winter's programme in Kent, with backing from K.C.A.A, we can build on the success we have achieved. This is a great way of keeping fit and keeping the competitive spirit alive during the dark winter evenings with some fierce competition.

Next winter it is the intention to hold a Kent County Sportshall Athletics Championship, probably sometime in February. From these a strong team could be picked for the Regional Final to challenge for places in the National Final. We need more clubs and schools taking part to give us the best chance of success. There is a wealth of athletic talent in Kent that needs to be tapped with the support of coaches and teachers throughout the county. NOTES FROM YOUR DEVELOPMENT OFFICER

NEW BROOMS

By the time you read this I will have been in this part-time post for four years. I had hoped to be handing over to someone who could bring new ideas and more youthful energy to the job by the end of the year 2000 at the latest, but it now seems likely that matters will come to a head earlier, as an important part of the funding for the post runs out in March. A new sponsor would be welcomed.

Sport England (formerly the Sports Council) have stopped funding individual Development Officers and are now funding national governing bodies instead. For athletics, this funding will support an England Development Manager (already appointed) and ten regional Athletics Development Managers, all of whom should be in post by September 2000. We, in Kent, should then be able to take advantage of two regional ADM’s as we will span the SE region of Kent, Surrey and Sussex as well as the London region. The new ADM’s should, at last, have a national development plan, and the funding to implement it.

Some of us should recognise parts of the development plan, as well as the new structure and education/training scheme for coaches and officials, as UK Athletics has consulted widely on these topics in recent months. Everyone should be able to keep abreast of developments as UK Athletics has promised to keep us informed via Athletics Weekly.

CURRENT KENT PROGRAMMES

Meanwhile, in Kent, programmes under way this winter include six Sportshall Athletics meetings at venues distributed round the county, and a total of about 30 event-specific coaching clinics. Primary and secondary teachers seeking support in athletics should look out for athletics courses before Easter in the “Coaching for Teachers” brochures distributed to all schools.

Now that the national rankings for last summer are out, you can see where you stand in your age group. If you are in the top six in any of the younger age groups, you may apply for a Sports Aid Foundation grant, with an excellent chance of being awarded something in the region of £200 to assist with your training costs. Forms may be obtained from me or from the South of England AA office, if you have not already applied. Do not delay.

TEAM SELECTION

Following our successes, both individual and team, over the County last winter, the Team Selection Committee looked forward to the Track season with eager anticipation. Once again, you the athletes, rose to the occasion to gain the County further team and individual successes, culminating in a double triumph at Exeter by the Under 20’s and Under 15’s (combined males and females) over the August Bank Holiday weekend.

With fixtures for athletes from the age of eleven up to those over sixty, there is no doubt that the County Association continues to conduct its affairs as per the Constitution by providing competition for all, and this applies to both County Championships on which team selections are based, and the Inter-County fixtures themselves.

As the detailed team results of all the Inter-County fixtures appear elsewhere in this bulletin, it is not necessary to repeat them here. Suffice to say, there were disappointments, the most notable being the Under 13 match. On the day we were declared as joint winners with Essex and, therefore, a share in the Trophy. Since Essex had not waited for the presentation, Kent received all the glory and, thanks to one of the dads, Trevor QIZILBASH (Ashford AC) photographs were taken of most members of the team with the trophy. Subsequently Trevor produced a copy of the best photograph for each of the athletes included, together with their names. A very nice gesture and an excellent keepsake to look back on in future years. Our sincere thanks go to Trevor for his work in this connection. It was, therefore, very disappointing to note that we had, in fact, lost the match by half a point after a further re-count (one was conducted on the day before the final results were declared) when the official results were received by the County. However, we received the glory on the day (and still have the Trophy!)

As can be expected with such a venture, both the Subcommittee and the General Committee spent a lot of time looking at all the options regarding the Exeter fixture and finally decided to support the meeting. After all, the likes of Devon and Cornwall have been sending teams to Hendon for many years at considerable cost, so it was time the Counties in the East had to travel a long distance. In the end we felt the athletes deserved the opportunity to compete in the fixture, Kent owed it to the SEAA, the promoters, and not support the rival fixture being organised on the same day by some other local Counties. And, as reported above, the end justified the means. The athletes not only performed to the best of their abilities, bringing home both trophies, but conducted themselves throughout the weekend with enormous credit. The whole venture has brought enormous credit to Kent from all concerned. On behalf of the Selection Subcommittee, I would particularly like to thank all the athletes, parents and other supporters who made the long journey to Exeter at the end of August on what is normally one of the busiest weekends of the year. I must not forget the team managers, Maggie FORMAN and Carl FOSTER (Ladies), Mike ROWBOTTOM, Brian FAGG and Derek GARRARD (Men), together with Liz BATTY, who looked after the vests, and Nicola THOMPSON, both of whom acted as chaperones for the female athletes during the long coach journey and overnight at Exeter University.

Finally, our thanks go to the athletes who represented Kent at the other matches (Under 13, Under 17, Senior, CAU Inter-Counties, both Veteran fixtures, together with their coaches who brought their charges to a peak on the relevant days, the coaches, parents, friends and relatives who supported the competitors, both with transporting them to the appropriate venue and giving them a cheer.

Last, but no means least, my thanks to Mike ROWBOTTOM for the hard work of arranging our Selection Meetings, circulating the minutes, chairing the actual meetings, which are very amicable, and, not satisfied with these duties, he also sends out the selection letters for most of the matches (male athletes), the fellow Subcommittee members, Anne ALLERTON, Liz BATTY, Maggie FORMAN, Kim WEAVING, Roy CHAPMAN, Roy DYETT, Brian FAGG, Carl FOSTER, Ron LANGLEY and Len MURPHY, several of whom have doubled as Team Manager at least once during the season.

AUGUST

Jenny BROWN (Ashford AC) was the outstanding British athlete at the World Veteran’s Championships staged at Gateshead, which attracted 6,000 competitors. Her final tally was four gold medals, one silver and one bronze plus a new world record in the W40 Heptathlon. Jennie MATHEWS (Ashford AC) also claimed a world record in her W35 relay after earlier winning the 400m and her speciality, 400m Hurdles. Winners and world champions were:-

Tosin OKE (Cambridge Harriers) made a stunning breakthrough to world class when he took the European Junior triple jump title in Riga, Latvia with 16.57 metres. Martin LLOYD (Bexley) was unable to progress to the final of the high jump after a clearance at 2.05 metres in qualifying.

Andrew GRAFFIN (Tonbridge) consolidated an excellent season with an 8:07.58 win in the AAA Senior 3,000m Championships at Sheffield. Allen GRAFFIN (Tonbridge) was 3rd in 8:10.42.

Bromley Athletic Club announced their new name with a win in the Kent Women’s League division one. Dartford Harriers gained promotion with victory in division two. Results:-

Andrew GRAFFIN (Tonbridge) ran his first sub-four minute mile to win the BMC Nike Grand Prix final in Scotstoun, Glasgow, with 3:59.64. His efforts this season resulted in fourth overall in the BMC Nike Grand Prix series.

Almost eighty and still full of life (A history of the county athletic association)

Amateur athletic clubs have existed in the County of Kent from victorian times. Of the clubs currently affiliated to the association the oldest, Blackheath Harriers, was founded in 1869. Herne Hill Harriers was founded in 1888 and Cambridge Harriers in 1890, the former being principally a Surrey club after 1935. In addition there were other Kent clubs operating in the 1890’s mainly in the south east London area including Lewisham H., Kent A.C. and Tunbridge Wells Harriers. Locally, track and field competition was not on the scale it is today, though a number of open meetings existed, events often being held as handicaps. In addition there was a regular series of evening meetings in the summer months, again including handicaps. Up to the first world war there had been no athletics on a county basis except for a few individual Kent County Championships which had been staged by Blackheath Harriers at their annual sports at the private bank cricket and athletic club ground, Catford from 1910-1914. Following the war, it was felt that it was the time to revive amateur athletics in the county. The Amateur Athletic Association reconstruction committee recommended that county associations be formed and on 6th may 1920 a meeting was held at the town hall, Maidstone at the invitation of the mayor and under the chairmanship of Marquess Camden, Lord Lieutenant of Kent, with a view to forming a county association. Unfortunately, in view of the small attendance at this meeting it was not considered to be fully representative and a further meeting was held in London at the offices of the Amateur Athletic Association on 26th may following which the Kent County A.A.A. came into being with T. Crafter of Blackheath Harriers and C. Otway of Herne Hill Harriers, as its first chairman and secretary respectively. The first county track championships under the new association were held at the Woolwich Polytechnic ground, Eltham on 7th august 1920, the only 1914 holder to successfully defend his title being G.C. Gorringe of Highgate Harriers. Gorringe had won the 1 mile title on four occasions pre-war and though his time was some eighteen seconds slower than his previous best recorded championship performance, it was a most popular victory. G.P. Sweet won the 440 yards having held the 880 yards title six years earlier. The first cross country championship was held on 5th march 1921 from the Ravensbourne Club ground in Lee. The course lay from Weigall Road around playing fields, crossing Eltham Road towards Mottingham Farm then across the railway at King John’s Lane continuing via Eltham Green and Well Hall to Herbert Hospital, Shooters Hill returning by the RAF depot at Kidbrooke, a distance of about 6.5 miles in all. For those conversant with the area today it is difficult to visualise that this was mostly open farm land. the individual winner was A.C. Edwards of Blackheath Harriers, who had been prominent in military races during the war, followed by S.S. Jones of Cambridge Harriers, and A.C. Telfer of Blackheath Harriers. Cambridge Harriers comfortably won the team title from Herne Hill Harriers and Blackheath Harriers. With the exception of the period of the second world war, championships have been held each year subsequently and these have been staged in many different parts of the county.

For many years Business House clubs provided their sports grounds for our championships and as recently as 1961 the Medley Relay championship was held at Standard Telephones ground at New Eltham. Since 1967 the main track championships have usually been held at Crystal Palace.

Kent have supported Inter-County Championships and have a good record in both track and cross country team events and as recently as May 1998 won the Achilles Trophy in the CAU Inter-Counties Championships at Bedford having last been champions in 1932. Over the years many Kent athletes have represented Great Britain at the Olympic Games and European Championships, but individually the greatest performances must surely be the World Records of Sydney WOODERSON and Steve BACKLEY. Likewise a number have represented England at the Commonwealth Games and in the International Cross Country Championships. By far the most consistent and finest performance in the latter coming from Frank SANDO, the former Treasurer of the Association, who ran in each championship from 1952-1960 and was the individual winner in 1955 and 1957.

In recent years the results of Kent Schools teams have been extremely good thus giving every confidence for the continued success of Kent athletics in the future.

Many of the original County Officials were also involved with the governing bodies of the sport. Charles OTWAY continued as County Secretary until 1927 but was also ECCU Hon. Secretary from 1914 - 1929. C.W. PEARCE of Herne Hill Harriers was President of ECCU from 1914 - 1919 and in 1926 followed J.A. COTTRELL of Cambridge Harriers as Hon. Treasurer. A.D. THWAITES of Blackheath Harriers was another to serve in the capacity and more recently in 1989 we have seen Alan BRENT as President of ECCU.

The Officers of the Associations have given excellent service to the County over many years and it is this quality and continuity of service that has proved invaluable.

The KCAAA amalgamated with the KCWAAA forming the present KCAA in succession to the previous County Associations in September 1990. The new administration is still a fledgling compared to the impressive history of the parent bodies. However, a broad base of competitive opportunity is provided for Kent athletes from sportshall to veterans of over 60 years.

Fine international athletes of the caliber of Steve BACKLEY, Kelly HOLMES and Anthony WHITEMAN have recently gained honours at the highest level, while Tosin OKE, Greg BEARD, Andrew BECKWITH and Claire COLMER are among the next wave who have already achieved success at international level.

PADDOCK WOOD ATHLETIC CLUB

Outline Planning Permission has been granted by Tunbridge Wells Borough Council for a six lane all weather running track at Mascalls School in Paddock Wood. This project is a joint venture between Paddock Wood Athletic Club and Mascalls School and the track will be used as the new headquarters of the athletic club. The track will be open for use to all other local clubs, schools and members of the public. A new club house will also be built for the athletic club and will be sited adjacent to the running track. NEWS FROM THE COACHING SECRETARY

The Coaches Forum on 4th October was attended by just over 20 coaches which represents less than 10% of our coaching base. I think this may be due to the early notice I gave for this Forum. The talk on Sports Psychology from Jerry WHITE was very well received, and he agreed to give a talk at the regional training day to the athletes attending. One of the items raised at the Forum was U13 event provision. It was agreed that I raise this at the Track and Field Subcommittee who in turn agreed that this coming season all championship events will be at standard distances, i.e. 600m will be replaced by 800m. A date for the next Coaches Forum has not been set but will be advised approximately four weeks beforehand.

Over 90 Kent athletes attended the Regional Training Day at Crystal Palace, many with their personal coaches, training alongside Surrey and Sussex athletes. Thank you to all the county coaches who helped to staff the meeting and to June PLEWS for the work she did in collating athletes performances and sending out the invitations.

Congratulations to the following coaches on passing their Level 2 written exams who now have only their practical assessments left to complete the course. Currently their assessments are taking place along with those outstanding and it is envisaged that they will all be completed by the end of March.

All Level 1 coaches who needed to revalidate were sent forms. The last chance to revalidate will be on 27th February at Horsham but some coaches have decided to move on and start their Level 2 award. From my own point of view, I would like to see more Level 2 middle distance coaches adding the Steeplechase to their awards. As a county we produce some very good steeplechasers but it is their technique that lets them down. Details of all coaching courses can be obtained from myself and Mike DAVIES.

I have an updated list of all qualified coaches in Kent along with their events and levels that are on SEAA files. Should any club secretaries and Stadium managers require an update on qualified coaches I can meet that request.

Nick FRANCIS (Shaftesbury) just missed an individual medal in a breakthrough performance for Kent in the AAA National and CAU Inter-Counties Championships 10K at Bradford on 12th September. Leading results:-

Tina OLDERSHAW (Paddock Wood) finished fifth overall to win the women’s category in the Chas. RYMAN Memorial 10 mile race at Sittingbourne on 3rd October, establishing a new course record of 61.36 in the process.

Kent endurance athlete of the year, Mark STEINLE (Blackheath) was first British finisher in the BUPA Great North Run Half Marathon in Newcastle on 10th October. Finishing third out of 41,000 in a personal best 62.38, STEINLE took the scalps of the Olympic marathon champion (Josia THUGWANE) and former World marathon champion (Martin FIZ) as well as the European 10,000m champion (Antonio PINTO) in a performance from the upper echelons of world class. Jennifer PEREIRA (Medway) had finished fifth out of 4,500 in the Junior Great North Run in 16.21 the previous day.

Dartford Harriers provided both main winners in the KCAA 10 mile Championships at Woodchurch on 17th October. Winners :-

As you will know, from the Autumn 2000 issue of the newsletter, Alan Newman has reluctantly relinquished his role as Press and Publicity Secretary of the KCAA. The task of collecting and collating data, organising the printing and distribution of the newsletter was a time consuming exercise but Alan carried it through with boundless energy and good humour, keeping everyone up to date with the 'goings- on' in the county. His presence both on the committee and as Press and Publicity Secretary will be sorely missed but we wish him well for the future.

Now might be a good time to ask if there is anyone out there who is 'itching to put pen to paper', is a good organiser, has boundless energy and above all a sense of humour. If you are that person then please ring me, we would welcome you on board.

Thanks to all those who have contributed to this newsletter and hope that it will make interesting reading to the recipients.

THANK YOU from JOHN NEALE

At the Julie Rose Stadium on Sunday, 13th May, 2001, the second day of the County Championships, events were shortly due to get under way when the Officials were asked to assemble at the open space outside the finish line.

I had no idea what it was about but thought all would come clear in due course. I was on the fringe of the gathering talking to an Official in discreet tones about a matter I wanted information on when gradually it seeped through that what Bob Myers was saying had something to do with me. I was then ushered forward and began to realise I was about to have a surprising but very pleasurable experience.

A presentation was being made to me, on behalf of the Officials of the County, to mark the seven years I had been County Officials' Secretary, until I resigned to take up the same post at South of England level.

Bob said kind things. I was given a super electronic organiser, a leather chair for use in my office and a huge card bearing labels containing lovely messages from so many people who I had worked with past and present.

Only later did I learn that Gill Freeman had taken on the considerable task of sending these labels to the intended signatories and getting them back to adorn the card. Meantime, Bob had been secretly consulting with Joan to establish that I could make good use of the gifts that were planned for me to receive.

The presentation took place and I said a few words of thanks.

It was later at home, reflecting on the day's events that I have the first feelings of regret.

I had been so taken aback that my words had been inadequate.

I had not -

a) properly indicated my amazement at, and gratitude for, the generosity shown by my fellow Officials;

b) said how much the success we enjoy with our County's Officials was, in a large part, due to the Officials themselves. Their enthusiasm, efficiency and willing cooperation had made my job easier than it might have been. Nor had I adequately said how much I had enjoyed being part of the whole thing;

c) said how lucky the County's Officials are (and I am) that Gill Freeman had taken an the job of Officials' Secretary and I had not asked everybody to give Gill the same support they had given me (although I am sure they will anyway);

d) said how much I appreciate the support I get from Joan who allows me 'out to play' so much and, when I am home, not only puts up with me disappearing into the office for long periods but often fields many of the numerous 'phone calls that come into the house.

All of you in some way or other in your lives, I'm sure, do things that you sometimes feel are not recognised. Doing the sort of job that I did (and do) it is easy to become cynical. People are times, not really thinking about all the effort that has gone on behind the scenes, complain about details that in the grand scheme of things are not important. Perhaps one feels taken for granted and maybe not appreciated. Any such feelings were completely dispelled by the wonderful treat you all gave me that Sunday at Ashford.

Although I hope still to work on the County scene I wanted to record, in this way, my sincere thanks to all of you who had any part in this lovely gesture.

KENT COACHES FORUM 7.30 p.m. Monday, 2nd April, 2001 – BAe SYSTEMS, ROCHESTER AIRPORT

The next forum will be as above and Paul Eales, the Regional Development Co-ordinator, has agreed to attend and will talk on his role and on Kent's involvement in the Active Sports Partnership and how it is developing.

UKA COACH EDUCATION

The transfer has finished. The last two workshops were held on llth and l2th, March. It you did not transfer up by 31st March, 2001 be aware that you will not be covered by UKA insurance and will not have a licence to coach and will be refused permission to coach by Stadium and Track Managers. Once again, I should point out that it is in a Level 1 coach's interest to transfer up as, under the new scheme, Level 1's will not be able to coach alone.

NEW COACH EDUCATION COURSES

At the time of writing the course materials, for the New Level 1 course, are not ready and the Regional Coaching Group is trying to find a way around the delay and I will inform Clubs if a solution is agreed upon. It would, therefore, appear that other courses will possibly be later coming on stream.

KENT COACHING CLINICS

Having found enough coaches to run the clinics, over 165 of the county's best athletes were among those advised of these clinics but, again, they have met with very little support so perhaps a new way of investing money in this project will have to be found before next winter and I welcome new ideas and will make it a subject for discussion at the forum. It amazes me that dubs are able to produce athletes to get the points but their lack of coaching shows in their performances.

COUNTY TRACK and FIELD CHAMPIONSHIPS

All clubs should, by now, have received entry forms for the main championships. It is hoped that entry forms for the remaining championships will be available at the Forum, along with fast year's ranking lists.

COACHING DURING COMPETITION

I have been asked to point out that some coaches are infringing the rules, on this point, and leave their athletes open to disqualification. Please check what is allowed, on this point, during competition by reading Rules 21 and 105. Also, 4 x 400m teams are still getting disqualified - even when the Referee has held a team managers' meeting prior to the event. In my opinion, the rule is quite clear regarding the issue of the 'Blue Line' infringement, i,e. athletes who are on the wrong side of the blue line when their incoming runner is in the home straight will be deemed to have started their run from outside of the box. Therefore, as coaches, we should make the athletes aware of the rules for their events.

I last wrote in the Kent Athletics' News a year ago, when my time as part-time Kent Athletics' Development Officer came to an end. Since then, I have agreed to Ron Sawyer's request to take over from him as Secretary of the Development Sub-committee, so here I am again.

The most significant development in the last year has been the arrival in post of the AAA of England Regional Development Co-ordinators, Paul Eales for the South-East and David Reader for the London Boroughs. They are full-time and, being charged with implementing a national development scheme, have the backing and resources to be highly effective and have influence in Birmingham. I am confident that this will have substantial advantages for the development of the sport in Kent.

Currently, Paul Eales is leading a group preparing the athletics' bid within the Kent partnership (between the Kent districts, the Kent Sports Development Unit and the governing bodies of nine sports) for the 'Active Sports' programme. A successful bid should lead to funding of approximately £25,000 a year for five years in the first instance, for schemes giving access to coaching opportunities where they do not yet exist, for young people wanting to continue athletics, following an introduction at school or on other courses.

Still talking money, the county has received a grant of £2,500 for development from the Kent Sports Development Unit in each of the last two years, enabling us to support a number of schemes including coaching clinics and inter-school trophy competitions. With the funds are clearly not limitless, we are able to consider other worthwhile development projects brought to our notice, perhaps by clubs.

Paul Eales is also involved with facility problems in various parts of the county, is taking part in a reappraisal of the national strategic plan for facilities, is assisting with the preparation of our next county development plan, the previous one having run its course and is making a valuable input to our sub-committee's work.

A year ago, the Sportshall Athletics aspect of development had grown to such an extent that it was decided that it should become a subcommittee of the KCAA committee in its own right. This branch of the sport, giving exciting fun competition for young athletes in the winter, has continued to grow, giving plenty of work for the new sub-committee and justifying the decision.

The inter-schools trophy competitions referred to above are for school years 8 and 9, and will taking place on Saturday, 16th June so, if you are an eligible athlete, ask your PE teacher about it.

These are not happy times for road runners!

The foot and mouth crisis has severely affected the Road Racing scene in Kent and many scheduled races have been called off in March and April. Some have had to be cancelled because the races start or finish on agricultural land; and a few have a portion of their route on footpaths and bridleways. The majority of events, however, are being abandoned owing to pressure on the organisers from local Councils and the Police where runners will be using roads which pass farmland - basically out of respect for the local communities.

It should be stressed that the latest advice from MAFF emphasises that activities which use tarmac roads in the countryside (and running is clearly cited as an example} should not be considered a risk to further spreading the disease, and are encouraged to continue.

Amongst the races which have been cancelled is the Paddock Wood Half Marathon, one of the biggest races in Kent, which was due to incorporate the Kent Championships. Other events which have been cancelled or postponed include the Bethersden 5 mile, the Darent Valley 10K and the Boughton 10K. Many organisers are looking to reschedule their races to the Autumn, and this is likely to result in some fixture congestion around September and October.

Aside from the foot and mouth outbreak, other road races this year are likely to be cancelled because of the police withdrawing their support for the event. This appears to be most evident in Canterbury and Ashford Districts, where the Police are generally no longer prepared to offer their services on the day free of charge as they have in past years. Otherwise, they are asking for significant and often impractical changes to the routes so that they do not affect town centres or major roads.

Sadly, this has meant the loss of the Canterbury Half Marathon in May and the probable cancellation of the Canterbury 10K in June. For the Quest 10K at Ashford in October, the police are seeking a change in the route to avoid passing the William Harvey Hospital entrance. This is also scheduled as a Kent Championship race.

On the positive side, the Kent 10 mile and 20 mile Championship races have passed off successfully and the first three legs of the Grand Prix series have now been completed. Results and current placings are attached. The next stage of the Grand Prix will be the Ted Pepper 10K race on 7h May, 2001.

With the cancellation of the Finchley 20, the Inter-Counties event did not take place.

All fixtures are for males and females. Athletes wishing to be considered for these matches, who either missed the County Championships or who subsequently bettered their performance in the Championships, please send details stating performance, date, venue, age group plus name and address to:
